Amanda Holloway is a Research Project Manager specializing in qualitative and mixed-methods research. Her current work is focused on two areas: career navigation and the role of community colleges in advancing economic mobility. She leads the research process end-to-end, including study design, data collection, analysis, and writing, and manages outputs that translate evidence to actionable insights for policy and practitioners. Her commitment to educational equity has been a constant theme throughout her career.
Amanda began her career as an elementary and middle school math for Metro Nashville Public Schools, where she taught for five years. She holds an AB in Government from Georgetown University, an MEd from Vanderbilt University, and her EdD in Education Policy and Leadership from the University of Southern California. Her doctoral research examined the impact of outcome-based funding on district-level decision-making in Tennessee.
Skills-Navigating Opportunity: Career Information and Mobility in Low-Wage Employment | The Project on Workforce
This report outlines our early insights into how low-wage earners are navigating a labor market driven by accelerated technological transformation—and the challenges they face in accessing quality job opportunities. A majority of low-wage earners are satisfied with their jobs and confident in their skills, yet many struggle to identify ideal career paths or see their current jobs as steps toward those goals. Career information often comes from personal networks, especially among those with less formal education, though teachers, counselors, and employers remain underutilized despite their helpfulness. Time constraints and information gaps hinder career exploration, and fewer than half of workers can identify employers in their desired field. Use of generative AI for career guidance remains minimal, with only 4.3% reporting recent engagement.
